Narendra Modi accused opponents of creating a “fear psychosis” over a planned citizenship bill that has angered Indian Muslims, as the death toll climbed in clashes between anti-government protesters and security forces.
Addressing thousands of people at a rally on Sunday in New Delhi, Mr Modi blamed the opposition for misleading Muslims over the contentious citizenship legislation, which he portrayed as a matter of law and order.
Critics say it would give Hindus precedence over Muslims and other religious minorities.
